Role Context and Challenges


RELX Global Procurement is structured along spend categories and led by a Chief Procurement Officer. Reporting to the CPO are a Chief Financial Officer along with Category leads for Direct Spend (Content Acquisition and Development, Content Operations, PPB and Distribution), Technology, Indirect Spend (Travel, Marketing, Consulting, External Labor, and Facilities & General), and PMO.  This role is part of the Direct Spend Category team and reports in to the Director, Content Acquisition and Editorial, Production and Operations who leads this category.

 


Job Purpose:

  


This position sets global direction and strategy for sourcing and spend management of content acquisition, editorial, production and operational services as well as leading and executing strategic sourcing initiatives across RELX Group business units. Focusing on driving collaboration and relationships within all Business units, including the Operational units, this position is responsible for promoting strategies and assisting the businesses with workflow reviews focused on reducing complexity,  normalizing specifications, and enabling technologies to further deliver on our efficiency and cost reduction strategy. This position is directly responsible for identifying savings opportunities, supplier rationalization, managing tariff negotiations, monitoring supplier capabilities and resource development, supplier demand management and risk management.  This position is accountable for developing and managing partnering relationships with selected suppliers that deliver an increased value in cost and operational efficiencies to RELX Group.

 

 

 

The key objectives are:

 

  1. Develop, manage and execute innovative procurement strategies, based on relevant analytics of procurement spend and activities, demonstrating strong subject matter expertise in content acquisition, editorial, production, operational services and utilizing procurement expertise.
  2. Identify, evaluate and recommend business process improvement opportunities to senior management and Business stakeholders, utilizing expert procurement knowledge, current and emerging cognitive technologies, and creative business models or approaches.
  3. Develop and maintain close partnerships within the RELX Group companies and Global Procurement that result in tangible benefits and support to Business unit stakeholders.
  4. Drive and lead change management with minimal disruption and maximum effect.

Main Tasks and Accountabilities:


1.  Initiate and lead planning and implementation of strategic sourcing, collaborating with internal RELX Group business units to understand their business deliverables and migrate appropriate work to third-party suppliers. Will ensure outsourcing option is both the most cost-effective solution and able to meet all requirements of the work/project request.


2.  Lead supplier evaluation and certification by continually identifying and maintaining a list of prospective domestic and international suppliers that can meet various business needs. Coordinate efforts around Supplier’s technical validation and information security assessments with internal groups as required.


3.  Collaborate with legal administration to develop and negotiate contractual agreements, following procurement best practice as defined by internal RELX Group procedures and processes (tools).


4.  Proposal management: Lead/direct initiatives to develop proposal requests based on business requirements and drive efforts to identify, qualify and select outsourcing suppliers employing GP process and tools as appropriate.


5.  Drive continuous improvement in quality of Supplier relationships to create win-win solutions around service levels, deliverables, cost structure, and growth opportunity.  Liaise with supplier performance metrics teams within the RELX Group business units, and support communication and action plans with suppliers as required to address critical service performance failures. Carry out site visits to offshore supplier locations, as well as meeting/hosting them during local visits.


6.  Business continuity:  Assist Business teams responsible for developing/maintaining plans to seamlessly transition work away from one supplier to another supplier/editorial option should an existing supplier become unavailable.


7.  Synergy development with other RELX Group outsourcing efforts: Work with other operating units to ensure that synergies are realized across various outsourcing efforts and that across RELX Group, the optimal outsourcing solutions are realized.

Internal Working Relationships

 

  • Divisional Executives and Senior Managers

  • Divisional functional and business unit departments & budget owners responsible for the spend categories (Direct Spend leads, local/regional business leads, operations leads, etc.)

  • GP Finance and Divisional Finance Head(s)/Lead(s) in the various subsidiaries, functions and business units

  • Legal Department for contract drafting, negotiation and monitoring

  • Internal Audit for compliance and fiduciary controls

  • Social Responsibility for Supplier Code of Conduct and Environmental criteria

  • Information Assurance and Data Protection department

External Working Relationships

  • Interact with suppliers as appropriate

  • External consulting organizations as appropriate



 



         Qualification/Knowledge

  • Position requires Bachelor’s or higher degree

  • Minimum of 5 years strategic procurement including sourcing and contracting experience

  • Demonstrated complex project leadership experience, utilizing project management disciplines and tools

  • Excellent verbal and written communication skills

  • Ability to develop and maintain strong working relationships including varying levels of business stakeholders and globally-based, culturally diverse third-party suppliers

  • Ability to quickly understand and work with individuals of varying business cultures, both domestic and international

  • Able to understand and influence internal stakeholder demands and decisions on relevant product and workflow specifications

  • Experience in successfully developing proposals and driving supplier evaluation and certification processes

  • Able to develop and deliver proposal processes and procedures, and lead to deliver such

  • Strong negotiation skills

  • Highly developed interpersonal skills leading to abilities to influence and impact strategic organizational transformations

  • Ability to work as part of a team

     

     

    Skills/Experience

     

  • The successful candidate will likely have significant work experience in procurement,  managing internal and external  relationships.

  • Subject matter expertise in Direct Spend (content acquisition, editorial, production or operational services, print, publishing, paper, distribution, warehousing etc) and related activities

  • Subject matter expertise in data transformation technologies such as xml architecture, content conversion, and content repositories

  • Highly-honed negotiation skills, developed through significant deal making experience

  • Strong influencing skills that can be used to lead teams and build partnerships with internal  stakeholders and RELX Group supply base

  • Ability to communicate effectively with  senior executives

  • Proven experience leading organizational change

  • Experience writing and generating RFP's, RFI's and RFQ's to suppliers

  • Excellent quantitative/analytical skills

  • Excellent project management skills

  • Excellent team development and management skills
