Overview

A global information solutions company is seeking a senior Latin America Government Affairs professional to join its Global Government Affairs (GGA) team. The mission of GGA team is to support the company's interests across various markets and policy fora, including specifically as it relates to engagements with governments and other stakeholders on public policy challenges and initiatives. The candidate will have primary responsibility for legislative, regulatory and other public policy opportunities in Latin America, with particular focus in priority markets Brazil, Mexico, and Argentina, among others. Priority issues include: privacy and data protection; trade; higher education policy; national health and digital health policy; intellectual property; and related issues. 


Purpose

The Head of Government Affairs for Latin America is an integral part of the GGA team and will be responsible for meeting objectives across Latin America to further the mission of the global team. To meet these responsibilities, the candidate must work closely with legal and business representatives to identify potential business opportunities and threats and develop and implement effective strategies to pursue identified business opportunities and minimize legislative and regulatory threats. 


The candidate will interact with external organizations, including trade associations and coalitions, leveraging their support to achieve the company's public policy goals and objectives. A successful candidate will develop and implement effective advocacy strategies on priority issues and will represent the company before U.S., European and Latin American officials at all levels.


The candidate will either be based in Washington, D.C. or Brazil and will report directly to the Head of Global Government Affairs. This position requires regular international travel (6-8 trips/year, though subject to team needs). 


Key Objectives

1. Positively influence legislative and regulatory proposals and policy initiatives of interest to the company and its businesses;

2. Build coalitions with industry and business peers to achieve public policy goals and objectives;

3. Develop and maintain relationships with key legislators, Ministerial staff, Administration officials, and other relevant public policy makers.

4. Remove obstacles and support business development initiatives that will position businesses to pursue new government-funded business opportunities.  


Key Responsibilities

  1. Legislative Tracking and Monitoring: Work closely with external consultants and internal business stakeholders to review pending legislation and regulations across Latin America, identifying, proactively communicating, and developing strategies to address legislative and regulatory proposals of concern.
  2. Lobbying and Government Affairs Support: Develop and implement effective government affairs strategies in priority Latin American markets. Work closely with business representatives to identify potential business opportunities and legislative/regulatory threats. Actively lobby on behalf of the company and its businesses in both domestic and international/multilateral fora. Direct and manage contract lobbyists to support public policy objectives and pursue business development opportunities.
  3. Coalition Building: Actively participate in regional and international industry coalitions and trade associations to promote public policy objectives in Latin America. Leverage support from coalitions and trade associations to effectively lobby on priority issues.
  4. Systems and Tools: Proficient use of technology to meet government affairs objectives.


Qualifications

Education

  • Bachelor's degree in political science, government, public policy, or related discipline; graduate degree a plus

Experience

  • 10+ years of professional government affairs experience with a focus in Latin America
  • Deep knowledge of legislative and regulatory process in Latin America, particularly in Brazil and Mexico
  • Experience directing external consultants and contract lobbyists
  • Experience building and working effectively with Latin American coalitions and multilaterals, including for example: the U.S. Chamber's Brazil-U.S. Business Council, the Council of the Americas, Amcham Brazil, the Inter-American Development Bank, Brazil's National Confederation of Industries (CNI) and MEI, the Organization of American States, and industry-specific trade associations like: the Brazilian Software Association (ABES), the Brazilian Publishers Union (SNEL), and the Brazilian Association of Reprographic Rights (ABDR).

Other Requirements

  • Fluent in Portuguese (required) and Spanish (strongly preferred)
  • Ability to travel internationally 6-8 times/year (depending on team needs)
